Philip Toaliu. Master of Laws Graduate and Magistrate at the Judiciary of the Republic of Vanuatu

To celebrate World Day for International Justice on July 17, we speak with Australia Awards Vanuatu alumnus, Philip Toaliu, who graduated in 2023 from the Australian National University (ANU) with a Master of Laws. Philip now serves as a Magistrate with the Judiciary of the Republic of Vanuatu.

World Day for International Justice is a day that unites all those who wish to support justice, promote victims’ rights, and help prevent crimes that threaten the peace, security and well-being of the world. As a Magistrate, Philip presides over criminal, civil and uncontested petitions for divorce in matrimonial cases. Prior to this, Philip was a Senior Prosecutor for five years at the Office of the Public Prosecutor. Philip was in his first year as a Magistrate when he was selected to undertake a Master of Laws through Australia Awards.

Philip explains ‘the Australian National University has always represented excellence to me. I’ve heard numerous positive accounts from friends who have studied there. The Master of Laws program, especially with its esteemed professors, stood out to me during my research. Choosing ANU as my preferred university was an easy decision‘.

When considering the ideals of World Day for International Justice and whether these have strengthened over time, particularly within the context of Vanuatu and promoting victim’s rights, Philip further explains ‘significant progress has been made, though not always apparent to everyone. There have been substantial improvements in procedural steps and the implementation of policies aimed at safeguarding the rights of victims, particularly in cases of domestic violence. The judiciary and its stakeholders are diligently working to enhance the security of all parties involved in legal proceedings, with a special focus on victims. This remains a top priority and efforts in this direction persist‘.

Philip notes the invaluable knowledge Australia Awards has provided him with, adding ‘beyond enhancing my expertise in my field of study, it has provided me with a platform to engage with a global community and glean insights from diverse perspectives. This experience has reaffirmed the vastness of our world and the endless opportunities for learning. Consequently, I have cultivated a more discerning approach to my environment and conventional practices, recognising the multitude of possibilities for innovation.

Moreover, the program has underscored the significance of networking and effective communication in today’s world. These skills are crucial for handling modern challenges and making the most of opportunities for personal and professional development‘.
